Pointless movie questions

Our son really likes Toy Story and Toy Story 2, so we watch them a lot. I have a few questions about the story-line of the Toy Story 2: What makes certain toys able to talk? Why did Woody save Wheezy and not the wooden car that the mom got from under the bed? Why wasn't the wooden car able to talk?

This was a movie about a man who traveled on a cruise ship and met a young woman whom he falls passionately in love with. After deciding this is not just a one night stand she suggests they meet her mother to which he agrees. Upon meeting the Mom he discovers her Mom was his college sweetheart.
The Mom tells him she was pregnant when they broke up -- her daughter is his daughter. WOW. Who was leading actor?
